Public Speaking Time/Open Session

In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relating to the work of the body in question.  Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

To consider a report on Food Waste Collection, Organic Waste Treatment Solution.

Decision:

The Council is seeking to provide a food waste recycling collection as part of our garden waste recycling service and has undertaken a procurement to identify a suitable solution.

 

On 9th May 2017 Cabinet approved the selection of the Preferred Bidder and authorised the Corporate Manager for Waste and Environment Services to clarify, specify and optimise the Preferred Bidder’s final tender to enable the Council to enter into a legally binding contract with the Preferred Bidder.

 

On 11th September 2017 the Portfolio Holder for Regeneration (now Environment) approved the entry into the contract (subject to the contents of Appendix A – a confidential appendix containing legal advice in relation to the contract).

 

The contract has subsequently been subject to further clarification, specification and optimisation which has resulted in some minor changes to the contents of Appendix A (as attached to the Portfolio Holder for Regeneration report dated 11th September 2017).  A further decision is therefore required from the Portfolio Holder for Environment to agree these minor changes (as set out in the attached Appendix A) and enable the Council to enter into the final set of contract documents (“the Contract”).

RESOLVED:

 

1.    That, subject to the contents of Appendix A, (available at the meeting) approval be given to enter into the Contract with the Preferred Bidder.

2.    That, subject to the Contract being awarded to the Preferred Bidder, approval be given for the Council to lease part of the site at Leighton Grange Farm (as previously identified in the decision of the Portfolio Holder for Regeneration dated 11th September 2017).

3.    That the Portfolio Holder for Environment delegates any further minor, non-material amendments to the Contract to the Corporate Manager for Waste and Environment Services (as the Senior Responsible Officer for the Organic Waste Treatment Procurement) in consultation with the Portfolio Holder for Environment and the Director of Legal Services.

Exclusion of the Press and Public

The reports relating to the remaining items on the agenda have been withheld from public circulation and deposit pursuant to Section 100(B)(2) of the Local Government Act 1972 on the grounds that the matters may be determined with the press and public excluded.

 

The Committee may decide that the press and public be excluded from the meeting during consideration of the following items pursuant to Section 100(A)4 of the Local Government Act 1972 on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972 and public interest would not be served in publishing the information.

 

 

PART 2 – MATTERS TO BE CONSIDERED WITHOUT THE PUBLIC AND PRESS PRESENT

 

 

Minutes:

That the press and public be excluded from the meeting during consideration of the following items pursuant to Section 100(A)4 of the Local Government Act 1972 on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972 and public interest would not be served in publishing the information.
