Public Speaking Time/Open Session In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relating to the work of the body in question. Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Statement of Licensing Policy - Review To approve the draft revised policy for consultation. Additional documents: Decision: That approval be given to consult on the draft revised Licensing Policy as set out in Appendix 1 of the report, subject to: -
1. The deletion of paragraph 19.2 2. The existing paragraph 19.3 to be renumbered 19.2 3. The addition of a new paragraph 19.3 to state that “The Council will consider implementing a late night levy if appropriate”. Minutes: Consideration was given to the draft statement of principles to be applied when exercising the Authorities functions under the Licensing Act 2003. The Council was required to review the policy during the five year period to which it applied and it needed to be published no later than 31 January 2014.
In preparing a revised statement the Council must undertake a consultation exercise with stakeholders, including a number of specific agencies, and give appropriate weight and consideration to any responses received.
Changes to the current policy included providing updated and additional information on how the Licensing Authority will promote the licensing objectives, and changes to take into account recent changes in legislation.
The Cabinet Member asked for clarification in respect of Early Morning Restriction Orders (EMRO’s) and the Late Night Levy; it was agreed that paragraph 10.9 be removed from the draft policy and that a further paragraph be added stating that the Council would consider implementing a late night levy if appropriate.
RESOLVED
That approval be given to consult on the draft revised Licensing Policy as set out in Appendix 1 of the report, subject to: -
