To consider an application for a Premises Licence by Mr Rajenthiran Selliah in respect of Park News, 71 - 73 Brown Street, Macclesfield, Cheshire SK11 6RY.

The Sub-Committee considered a report regarding an application for a Premises Licence for Park News, 71 - 73 Brown Street, Macclesfield, Cheshire SK11 6RY.

 

The following attended the hearing and made representations with respect to the application:

 

• the applicant

• a solicitor representing the applicant

• a supporter of the applicant

 

After a full hearing of the application and in accordance with the rules of procedure, the Chairman of the Sub-Committee reported that, after taking account of:

 

• The Secretary of State’s Guidance under section 182 of the Licensing Act 2003

• Cheshire East Borough Council’s Statement of Licensing Policy

• The four licensing objectives (namely the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm)

• All the evidence, including the oral representations made at the meeting and the written representations of interested parties, the following course of action had been agreed:

 

RESOLVED - That the application for a premises licence be granted as applied for, subject to the following additional conditions:

 

1.         That the Challenge 25 scheme be implemented;

2.         That  CCTV be installed, operated and maintained to the satisfaction of the Police Licensing Officer;

3.         That the Designated Premises Supervisor ensure that a refusal book is held at the premises and completed in respect of any sales refused in relation to persons that are under age. The book shall be made available at the request of any authorised persons such as the Council’s Licensing Officers, Police and other responsible authorities;

4.         That all alcohol which is offered for sale be held in a secure area whilst the premises are open, outside the licensed hours, to the satisfaction of the Police Licensing Officer.

 

The Applicant and Parties who had made relevant representations were reminded of their right to appeal this decision to the Magistrates Court within 21 days.
