Significant Officer Delegated Decision to award a Contract for the supply of Refuse Collection Vehicles on the basis of Rental Agreements

To approve the award of a 4-year contract to Trash UK Ltd for the Rental of Refuse Collection Vehicles (RCVs). A summary of RCVs current on hire is provided below:

The total estimated Contract value is £3,600,000.

 

The contract value represents the maximum contract value. It is expected that year on year expenditure for RCV Rental will fall. For example, 7x purchased RCVs are due to be received imminently which will reduce the number of RCVs on hire.

 

This contract will provide RCV cover for delays, changes in Council policy and any other unforeseen events.

 

This contract has been procured via a pre-established national framework agreement which is administered by The Procurement Partnership Limited (TPPL).

 

The Contract is required to maintain our statutory duty for providing waste collection services.

 

The procurement sought to appoint a single supplier. The successful supplier (Trash UK Ltd) and selected on the basis of providing highly competitive prices with quality vehicles and service.

 

This contract is for the short-term hire of Refuse Collection Vehicles (RCVs) and as such provides no long-term commitment. This enables market analysis to be carried out to ensure best value. This also provides the flexibility to off-hire if the decision is made to replace these vehicles with electric alternatives or lower cost alternatives are found.

 

All costs associated with RCV hire will be in accordance with existing pre-approved budgets.
