This report seeks approval to enter into an agreement for early access onto third party land, agreement for lease and thereafter, if the Compulsory Purchase Order (CPO) is confirmed as made, or with modifications satisfactory to the Director of Economic Growth and Prosperity, lease agreements with a landowner in order to access land to construct and establish enhanced Great Crested Newt habitats, possibly including construction of ponds, to mitigate for loss of natural habitat due to the proposed construction of Crewe Green Link Road South (CGLRS).
Construction and establishment of the Great Crested Newt mitigation habitat areas are an essential component for the timely delivery of CGLRS and the proposed arrangements will provide the necessary certainty and options for the delivery of appropriate environmental mitigation. However, these plots of land currently fall outside of the CPO boundary of the scheme.
The proposed arrangements are part of a wider agreement that will facilitate the removal of one of the two remaining statutory objectors to the CPO. As such, agreement of these terms further strengthens the delivery credentials of CGLRS and the Council’s position at the CPO Public Inquiry and the anticipated costs associated with reaching these agreements are well within the budget constraints of the scheme.
