I have been advised by Lisa Harrison
Senior Customer Service Advisor of Cheshire East Council to contact
the police regarding the carnival rides/machinery that are being
stored in lay bys along the A50 in Cheshire between Holmes Chapel
and Alsager.
This issue has been going on for months now and as there have been no consequence to the offender, William White, he has continued to expand his offences to more and more lay bys spanning towards Alsager.
I have heard first hand from residents in the area who are becoming incredibly distressed by the situation and feel intimidated by the offender and do not know who to turn to or who to contact.
I have also heard first hand from a truck driver who could not pull over to rest in the lay by even though he is required to by law.
I believe this is in breach of two laws;
The Road Traffic Act 1988, Section 22;
Leaving vehicles in dangerous positions
If a person in charge of a vehicle causes or permits the vehicle or
a trailer drawn by it to remain at rest on a road in such a
position or in such condition or in such circumstances as to
[F1involve a danger of injury] to other persons using the road, he
is guilty of an offence.
And pose a serious risk to road users.
A lay by is a place at the side of a road where a vehicle can stop for a short time without interrupting other traffic. They are designed for tired drivers to rest and/or to pull over in an emergency. Storing of these vehicles and machinery is preventing other road users from using the lay by and therefore poses a risk to life.

As well as being incredibly dangerous to road users who need to pull over to rest, these fairground rides and machinery are an eyesore on our beautiful Cheshire countryside. Many residents choose to live in these areas for this very reason and are incredibly upset with the events of the past few months.
Below I will state the necessary details of the areas affected. I have photographs and details of all the number plates. These also change regularly and some are ineligible which by law is an offence in itself.

I have reported this issue with Cheshire East Highways and
Cheshire East council who have advised me to contact the
police.
