Consideration was given to the above planning application.
The following attended the meeting and spoke in relation to the application:

RESOLVED:
That for the reasons set out in the report, the application be delegated back to the Head of Planning, in consultation with the Chair of Southern Planning Committee, for APPROVAL subject to the consideration of a hedgerow regulations assessment and the following conditions:
1. Application for Reserve Matters shall be made within 3 years.
2. Development to commence before whichever is the later of the following dates: (a) within three years of the date of this permission, or (b) within two years of approval of the last of the reserved matters to be approved.
3. Approval of details of appearance, landscaping, layout and scale (the reserve matters) shall be obtained from LPA before development commences.
4. Accordance with approved plans except were varied by other conditions of this permission.
5. Reserved Matters to include the retention and protection of the hedgerow to the canal boundary
6. Prior to commencement of development a Biodiversity Gain Plan to be submitted and approved by the LPA
7. Any future reserved matters application to be supported by a strategy for the incorporation of features to enhance the biodiversity value of the proposed development.
8. Bat and bird boxes to be installed prior to the first occupation of dwellings.
9. Any future reserved matters application to be supported by method statement of to minimise the risk of hedgehogs being harmed during site clearance and construction works.
10. Lighting details to be submitted and approved.
11. Mitigation recommendations of Noise Report to be implemented in full prior to first occupation of dwellings.
12. No development to commence prior to submission of phase I land contamination report; and if required phase II report.
13. Prior to first occupation a verification report to be submitted to and approved by LPA.
14. Soils brought in for soft landscaping purposes to be tested, and prior to occupation evidence/verification to be submitted to and approved by LPA
15. If during development contamination not previously identified is found to be present, no further works shall be undertaken, and reported to LPA
16. Drainage design to accord with submitted sustainable drainage strategy with maximum surface water discharge rate of 1.2l/s into the Macclesfield Canal.
17. A detailed and suitable sustainable surface water management and foul drainage scheme to be submitted to and approved by LPA.
18. Development to be carried out in accordance with visibility splay – to be completed prior to first use.
In the event of any changes being needed to the wording of the Committee’s decision (such as to delete, vary or add conditions / informatives / planning obligations or reasons for approval/refusal) prior to the decision being issued, the Head of Planning has delegated authority to do so in consultation with the Chair of the Southern Planning Committee, provided that the changes do not exceed the substantive nature of the Committee’s decision.
