RESOLVED:

 

That the application be delegated for approval to the Head of Planning in consultation Chair/Vice-Chair of Strategic Planning Board subject to the submission of satisfactory protected species survey and the following conditions

 

1. Time limit

2. Approved plans/reports

3. Materials for new build elements

4. Level 3 building recording (prior to commencement)

5. Detailed drawings for replacement roof turrets and bell tower and associated works

6. Sample doff (steam Cleaning) and defrass (removal of loose material) agreed before work commences

31. No development (other than agreed demolition and site clearance works) shall commence until: (a) An updated Phase I Preliminary Risk Assessment has been submitted to, and approved in writing by, the Local Planning Authority (LPA) AND if required: (b) A Phase II ground investigation and risk assessment has been completed. A Phase II report shall be submitted to, and approved in writing by, the LPA AND: (c) If Phase II ground investigations indicate that remediation Page 100 is necessary, a Remediation Strategy shall be submitted to, and approved in writing, by the LPA.

32. No part of the development hereby approved shall be occupied or in use prior to submission and approval in writing of a Verification Report. This shall be prepared in accordance with the Local Planning Authority approved Remediation Strategy that covers that part of the development to be occupied or used.

33. (a) Any soil or soil forming materials to be brought to site for use in soft landscaping shall be tested for contamination and suitability for use in line with the current version of ‘Developing Land within Cheshire East Council – A Guide to Submitting Planning Applications, Land Contamination’ (in the absence of any other agreement for the development). (b) Prior to occupation, evidence and verification information shall be submitted to, and approved in writing by, the Local Planning Authority (LPA).

34. If, during the course of development, contamination not previously identified is found to be present, no further works shall be undertaken in the affected area and confirmation of this shall be reported to the Local Planning Authority (LPA). Prior to any further works being carried out in the identified area, a further assessment shall be made and appropriate remediation implemented in accordance with a scheme agreed in writing by the LPA.

In the event of any changes being needed to the wording of the Committee’s decision (such as to delete, vary or add conditions / informatives / planning obligations or reasons for approval/refusal) prior to the decision being issued, the Head of Planning has delegated authority to do so in consultation with the Chairman of the Strategic Planning Board, provided that the changes do not exceed the substantive nature of the Committee’s decision.
