Proposed Variation of the Cheshire East Borough Council (Off-Street Parking Places) Order 2015

To consider a number of variations to this traffic order.

Decision:

Consideration was given to the report of the Strategic Commissioning Manager on proposals to vary the provisions at a number of locations in the Cheshire East (Off Street Parking Places Order) 2015.  It was reported that as a Residents and Business First Council Cheshire East was continually improving its approach in order to provide best services it could.  In October 2015 all the different off-street parking orders had been brought together and consolidated into one and this provided a strong platform to make any further amendments.  The decision now requested dealt with a number of proposed amendments on which residents would be consulted, and on which notices would be put up in all of the affected car parks, asking for their views.  It was noted that Officers were still working up the broader strategy for car parking and this would determine the future pricing strategy across Cheshire East based on the needs of each respective area.

The amendments proposed ensured that appropriate enforcement was accommodated within the existing Consolidated Order, and took account of some updated car park control provisions in Wilmslow and proposals for Alderley Edge, amended and increased the charges at Teggs Nose Country Park car park and Brereton Heath Local Nature Reserve car park, accommodated the required parking provisions at the Lifestyle Centre in Crewe, allowed for the relocation of purchasers of parking permits for the civic centre car park in Crewe at other designated car parks in Crewe, and reduced the cost at Oak Street car park in Crewe to £1.00 from £1.10 so as to enable efficient and cost effective reimbursement to the public for the use of the Leisure Centre facilities.

 

RESOLVED

1.    That the Borough Solicitor be authorised to publish a notice of the Council’s intention to vary the consolidated off-street parking order as set out below, inviting any representations to be made within 21 days of the notification. In the event that objections are received that cannot be resolved, for these to be referred back to the Cabinet Member for consideration at a future meeting.

2.    In the event of their being no unresolved objections following the 21 day notification period, the Borough Solicitor be authorised to make and bring into force the proposed variations and to give notice thereof in accordance with statutory requirements.

3.    The proposed variations to the Order are as follows:

a)    Teggs Nose Country Park car park, Buxton Old Road, Macclesfield, SK11 0AP – Amend the existing Order to alter the charging period from 7 days per week between Easter Bank Holiday Friday to 31st October and Saturdays and Sundays throughout the year, to 7 days per week, each week of the year and amend the charges at both Teggs Nose Country car park and Brereton Heath Local Nature Reserve car park as stated in Table 1.

b)    Increase the maximum stay hours at Spring Street car park in Wilmslow to 15 hours.

c)    Allow for the use of the Rex car park, Wilmslow being an alternative for Hooper’s car park in Wilmslow

d)    Amend the tariff at Wilmslow Leisure Centre car park to have a single tariff for a maximum stay of 3 hours (at the current 2 hour rate of £1.00) and remove the 2 – 5 hour tariff of £3.40

e)    Alter the parking provision at Oak Street car park in Crewe and the civic centre car park in Crewe – A) civic centre car park (also known as the Undercroft car park) amend to short stay only with the maximum stay being 4 hours and new shorter stay charges being introduced and B) reduce the charge for 1-2 hours on Oak Street car park from £1.10 to £1.00 as shown in Table 2.

f)     Support the reimbursement of users of the leisure facility within Crewe Lifestyle Centre that park in either Oak Street car park or the civic centre car park, up to a maximum of £1.00 towards their parking fee upon presentation of a parking receipt.

g)    Offer permits for parking in Crewe at Oak Street car park, Wrexham Terrace car park, Gatefield Street car park, Wood Street East car park at a cost of £460.00 for an annual permit or £175.00 for a quarterly permit
