Local Authority Appointments to School Governing Bodies

The report of the Director of Children Services informs Members of current Local Authority Governor vacancies within Cheshire East maintained schools.

Minutes:

The Panel considered the Director’s report on vacancies within Cheshire East maintained schools and the applications received for appointment or re-appointment to identified posts.

Additional information was tabled at the meeting in respect of one new appointment and five re-appointments.

The Panel was informed that the Government had confirmed that from
1 September 2014 any governing body that reconstitutes would do so under the terms of the 2012 regulations, and would be required to have reconstituted by 31 August 2015.  This would have a significant impact on the number of Local Authority (LA) Governors as the new regulations only allowed for one LA Governor per school.  This would also impact on the role of the Panel, as its role as an appointing body would not continue beyond summer 2015, although the obligation remained to nominate a LA governor to maintained schools from September 2015.  From 1 September 2015, the Panel would have an obligation to nominate a LA governor to maintained schools but the appointment would be made by the governing body.  The Panel’s role as an appointing body would continue beyond summer 2015 only with respect to Academies who have a position for a LA governor in their Articles of Association and where the LA has statutory intervention powers.
