7.

Public Speaking Time/Open Session

In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the body in question.  Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

To consider a report on the Housing Strategy 2018-2023 for consultation purposes.

Decision:

1.    The draft Housing Strategy be noted.

2.    Officers be authorised to publically consult on the draft housing strategy for a period of 6 weeks, (the proposed consultation is between 27 November 2017 and 8 January 2018) before incorporating the responses into the finalised strategy.

3.    Note that following the consultation period the revised strategy will be presented to Cabinet for formal adoption.

 

Minutes:

The Cabinet Member for Housing, Planning and Regeneration considered a report on the 2018-2023 Housing Strategy.

 

It was reported that the Local Plan sets out the Council’s ambition in relation to economic and housing growth.  A housing strategy has been developed that demonstrates the contribution to the delivery of the Cheshire East Local Plan as well as the aims and objectives of the Corporate Plan.  As housing plays a fundamental role, the strategy focuses on two key themes:

 

Growth and Quality of Place

 

Cheshire East has a strong ambition for jobs-led economic growth across all areas and housing is essential to support this continuous growth by supporting the right type of housing in the right place giving residents choice.  For example, the utilisation of land assets to ensure there is a mix of provision and look at opportunities to bring revenue streams into the Local Authority. 

 

The Council wants to provide a good quality private rented sector to enable those looking to move into the area for employment opportunities and look at ways of exploring the housing options for the ageing population so that they can make informed decisions earlier within their lives.

 

Health Wellbeing and Quality of Life

 

A key goal of the Council’s Housing Strategy is to guarantee that Cheshire East residents have a place to live which supports their health, wellbeing and contributes to the quality of life. Good quality, safe and affordable housing is essential to meeting this goal. Therefore, this strategy details the link to the policy decision making with outcomes that support the health and wellbeing of all Cheshire East residents. 

The Council wants to prevent homelessness and ensure residents have access to appropriate support and maintain housing standards.

 

The development of the Housing Strategy is primarily informed and shaped by engagement with the Council’s partners and other stakeholders. The Council now wants to formally consult a wide ranging number of individuals and organisations to contribute to support their aims and objectives.

 

The Portfolio Holder was requested to note the draft Housing Strategy and to authorise officers to publically consult on the draft strategy for a period of six weeks, before incorporating the responses into the finalised strategy, noting that following the consultation period the revised strategy would be presented to Cabinet for formal adoption.

 

RESOLVED

 

That the Portfolio Holder:-

 

1.    Notes the draft Housing Strategy;

 

2.    Authorises officers to publically consult on the draft strategy for a period of 6 weeks, before incorporating the responses into the finalised strategy; and

 

3.    Notes that following the consultation period the revised strategy will be presented to Cabinet for formal adoption.
