Public Speaking Time/Open Session In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the body in question. Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Food Waste Collection, Organic Waste Treatment Solution To consider a report on the provision of food waste collection Decision: 1. That subject to the contents of Appendix A, approval be given to enter into the Contract with the Preferred Bidder.
2. That, subject to the Contract being awarded to the Preferred Bidder, approval be given for the Council to lease part of the site at Leighton Grange Farm, as identified in the Contract to the Preferred Bidder. Minutes: The Cabinet Member for Regeneration considered a report relating to the provision of a food waste recycling collection as part of the garden waste recycling service.
Approval was now sought for the Council to appoint the contractor to design, build and operate a plant at Leighton Grange Farm to process the Authority’s garden and food waste following the completion of an EU compliant procurement associated with this.
The plant will, subject to planning permission, produce a service that will allow people to recycle food waste in Cheshire East. It will also, from the moment of commencement, mean that Cheshire East will cease to shut down its garden waste collection service over the winter months and will, therefore, produce a cost associated with that.
On the basis of due diligence that had been undertaken, it is recommended that the Portfolio Holder for Regeneration proceed and take the decision as recommended.
RESOLVED
1. That subject to the contents of Appendix A, approval be given to enter into the Contract with the Preferred Bidder.
2. That, subject to the Contract being awarded to the Preferred Bidder, approval be given for the Council to lease part of the site at Leighton Grange Farm, as identified in the Contract to the Preferred Bidder. |
