Public Speaking Time/Open Session In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the body in question. Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Organic Waste Treatment Procurement To consider the procurement of an organic waste treatment solution for comingles garden and food waste to produce energy. Additional documents: Decision: 1 the Council owned 4ha parcel of Leighton Grange Farm, Crewe be identified as one of the three potential options available to bidders should it be required. The site will be outlined in the procurement documents at the time of issuing the outline solutions phase of the Organic Waste treatment procurement (currently timetabled for 15 July 2016).
2 If the Council owned land were to be required, the final allocation of the site would be subject to a Cabinet decision to proceed at preferred bidder stage. Minutes: An Addendum to the Report was circulated at the meeting which contained a revised recommendation.
The Cabinet Member considered a report on the Organic Waste Treatment procurement and the Addendum to the report.
The Council was looking to increase recycling through the collection of food and garden waste using the existing garden waste bins and were seeking an organic waste treatment solution which would enable the recycling of comingled garden and food waste to produce energy.
Cabinet in September 2015 resolved to undertake a procurement process to identify and appoint a commercial partner to design, build and operate the facility. The procurement was now underway to identify a preferred bidder by the end of the year.
As part of the procurement process, the Council needed to offer a site to locate the facility should it be required by the bidder. Initial site identification was undertaken in late 2015. Since this work was completed, a site adjacent to the previously shortlisted site had been acquired by the Council. A review of the site based on the initial criteria indicated that the site could potentially accommodate an organic waste treatment use.
RESOLVED: That
1 the Council owned 4ha parcel of Leighton Grange Farm, Crewe be identified as one of the three potential options available to bidders should it be required.
