Public Speaking Time/Open Session In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the body in question. Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Variation of the Cheshire East Borough Council (Off-Street Parking Places) Order 2015 To consider objections to the proposals to vary this Order. Decision: To authorisation be given to make the Order bringing the variations to the Cheshire East Borough Council (Off-Street Parking Places) Order 2015 proposed at the meeting on 22 February 2016 into force on 1 April 2016 or as soon as possible thereafter.
Minutes: It was reported that on 22 February 2016 the Leader, on behalf of the Cabinet Member for Communities, approved a raft of proposals relating to a number of car parks across the Borough. The variations proposed at that time were advertised and had attracted objections, one of which is extant; in accordance with the decision made at that meeting this objection now had to be considered. The objection referred solely to the car park at Wilmslow Leisure Centre where its use is closely associated with Leisure Centre use and, whilst it is not possible to say that it is dedicated to the Leisure Centre, its function is patent and the few who might be displaced by this change are catered for by other car parks. Given this relationship it is considered to be correct that the management of the car park is set up in a way that serves the leisure centre, rather than provides for a more general need that can and is satisfied close by. It is considered that the reasons for the recommendation remain unchanged from when the original proposals were made and, as this is the only objection, the weight of public opinion is considered to be in favour of these proposals and there is, therefore, no reason to recommend that the proposals as originally formulated be modified or abandoned.
RESOLVED
That authorisation be given to make the Order bringing the variations to the Cheshire East Borough Council (Off-Street Parking Places) Order 2015 proposed at the meeting on 22 February 2016 into force on 1 April 2016 or as soon as possible thereafter.
