Public Speaking Time/Open Session

In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the body in question.  Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

The Cabinet Member considered a report on the closure of two of the three existing leisure facilities located in Crewe and the relocation of these services to Crewe Lifestyle Centre.

 

Everybody Sport and Recreation leased Crewe Swimming Pool on Flag Lane, the Oakley and Victoria Centre, and the Cumberland Sports Ground.  The new facilities at the Crewe Lifestyle Centre would replace Crewe Swimming Pool, the Oakley Centre and the Victoria Centre. 

 

The development of the new Crewe Lifestyle Centre had necessitated the surrender of the existing leases of the leisure facilities to enable the Council to offer Everybody Sport and Recreation a lease of the new Leisure Centre site (or part of this) as a replacement for Crewe Swimming Pool and the Oakley and Victoria Centre.  The Cumberland Sports Ground formed a separate site and as such would remain open as a leisure facility following the opening of the new Crewe Lifestyle Centre.  For this reason the Council would need to enter into a new lease with Everybody Sport and Recreation to secure the ongoing management of the site in accordance with the contract between the Council and Everybody Sport and Recreation. 

 

RESOLVED:  That

 

1          That approval be given for the Council to serve notice to break; and thereafter enter into an agreement to surrender and a formal deed of surrender of the two existing leases dated 2 May 2015 made between the Council and Everybody Sport and Recreation with regard to their current occupation of Crewe Swimming Pool and The Oakley and Victoria Community Centre and Leisure Centre (inclusive of Cumberland Sports Ground), Crewe. And thereafter for the Council and Everybody Sport and Recreation to enter into an agreement for lease and a new lease with Everybody Sport and Recreation in respect of the Cumberland Sports Ground on substantially the same terms and conditions as those in the leases surrendered.

 

2          That approval be given for the Council to enter into an agreement for lease and a new lease with Everybody Sport and Recreation of either the whole or part of Crewe Lifestyle Centre, Crewe on such terms and conditions to be agreed by the Council’s Executive Director of Economic Growth & Prosperity aand Head of Legal Services and Monitoring Officer and to be substantially on the same terms as those to be granted in respect of the properties referred to 1 above.

 

3          That approval be given for the Council to grant Licence Agreements as are required in respect of the Crewe Swimming Pool site and the Oakley and Victoria Community Centre and Leisure Centre for the purpose of any site investigations/surveys should these be required by future users and/or purchasers of the sites.

 

4          If there are any areas of public open space within the demise of the Crewe Lifestyle Centre site and Cumberland Sports Ground which are to be included with the lease demises to Everybody Sport and Recreation approval be given to advertise the proposed disposal in accordance with Section 123 of the Local Government  ...  view the full minutes text for item 35.
