To provide an opportunity for Members and Officers to declare any disclosable pecuniary and non-pecuniary interests in any item on the agenda.

Public Speaking Time/Open Session

In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the body in question.  Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

To consider applications received from local groups.

Decision:

1.    That approval be given for the award of a franchise to Barnies, Crewe, and The Welcome, Knutsford.

 

2.    That a start-up grant of up to £2,000 be awarded to Barnies, Crewe and to The Welcome, Knutsford, and that a package of on-going support be provided.

 

Minutes:

The Cabinet Member considered a report on two applications from local groups applying for a franchise to form a Community Hub.

A new Franchise Model for Community Hubs had been approved in July 2015.  Expressions of interest had been received from Barnies, Crewe and The Welcome, Knutsford, applying to be awarded a franchise.  Both applicants had evidenced within their applications forms that they meet the criteria set out and were committed to being active members of the Cheshire East Community Hubs network, agreeing to attend meetings and receive training.  The application forms also included evidence from both groups confirming each possessed level 1 of the CVS GRIPPP self-assessment assurance process which demonstrated they each had the necessary governance processes in place.

RESOLVED:  That

1          approval be given for the award of a franchise to Barnies, Crewe, and The Welcome, Knutsford.

2          a start-up grant of up to £2,000 be awarded to Barnies, Crewe and to The Welcome, Knutsford, and that a package of on-going support be provided.
