Declarations of Interest

To provide an opportunity for Members and Officers to declare any disclosable pecuniary and non-pecuniary interests in any item on the agenda.

34.

Public Speaking Time/Open Session

In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the body in question.  Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Willaston Neighbourhood Plan - Decision to Proceed to Referendum pdf icon PDF 1 MB

To consider the Examiner’s recommendations with respect to the Willaston Neighbourhood Plan

Decision:

That:

 

1        approval be given to the Examiner’s recommendations to make modifications to the Willaston Neighbourhood Plan, as set out in the Examiner’s Report, and it be confirmed that it will now proceed to referendum in the Willaston Neighbourhood Plan area; and

 

2        the housing supply figures in the neighbourhood plan be updated to reflect the most up to date position.

Minutes:

The Willaston Neighbourhood Development Plan (BNDP) had been submitted to the Council in June 2017 and, following a statutory publicity period, proceeded to Independent Examination.  The Examiner’s report had been received and it is recommended that, subject to some minor modifications, it should proceed to referendum.

 

The Council is committed to supporting neighbourhood planning in Cheshire East.  It has a legal duty to provide advice and assistance on neighbourhood plans, to hold an independent examination on neighbourhood plans submitted to the Council and to make arrangements for a referendum following a favourable Examiner’s Report. 

 

Subject to the modifications set out in the Examiner’s Report, the BNDP was considered to meet the statutory basic conditions and procedural requirements set out in Schedule 10, paragraph 8, of the Localism Act and as such it could now proceed to referendum.

 

RESOLVED

 

That:

 

1.    Approval be given to the Examiner’s recommendations to make modifications to the Willaston Neighbourhood Development Plan, as set out in the Examiner’s report attached as Appendix 1 of the report, and it be confirmed that it will now proceed to referendum in the Willaston Neighbourhood Plan area;

 

2.    the housing supply figures in the neighbourhood plan be updated to reflect the most up to date position.
