Public Speaking Time/Open Session In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the body in question. Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Weston and Basford Neighbourhood Plan To consider the Examiner’s recommendations with respect to the Weston and Basford Neighbourhood Plan.
Additional documents: Decision: That approval be given to the Examiner’s recommendations to make modifications to the W&BNDP as set out in the Examiner’s report (at Appendix 1) and it be confirmed that it will now proceed to referendum in the Weston and Basford Neighbourhood Plan area.
Minutes: The Weston and Basford Neighbourhood Development Plan (W&BNDP) had been submitted to the Council in March 2017 and, following a statutory publicity period, proceeded to Independent Examination. The Examiner’s report had been received and it recommended that, subject to some minor modifications, it should proceed to referendum. It was noted that the W&BNDP also covers the Wybunbury Ward as well as the Haslington Ward and that the Wybunbury Ward Member had been notified.
The Council is committed to supporting neighbourhood planning in Cheshire East. It has a legal duty to provide advice and assistance on neighbourhood plans, to hold an independent examination on neighbourhood plans submitted to the Council and to make arrangements for a referendum following a favourable Examiner’s Report.
Subject to the modifications set out in the Examiner’s Report, the W&BNDP was considered to meet the statutory basic conditions and procedural requirements set out in Schedule 10, paragraph 8, of the Localism Act and as such it could now proceed to referendum.
RESOLVED
That approval be given to the Examiner’s recommendations to make modifications to the Weston and Basford Neighbourhood Development Plan, as set out in the Examiner’s report attached as Appendix 1 of the report, and it be confirmed that it will now proceed to referendum in the Weston and Basford Neighbourhood Plan area.

Neighbourhood Planning Grant Funding Application - Disley To consider the application for grant funding from Disley Parish Council Decision: That the Portfolio Holder for Housing and Planning refuse this application for grant funding.
Minutes: The Cabinet Member for Housing and Planning considered a report on a Neighbourhood Planning Grant Funding application which had been submitted by Disley Parish Council.
It was reported that a decision was taken to close the Neighbourhood Planning Grant Scheme in December 2016. At the time one outstanding application was under consideration from Disley Parish Council. It was agreed that on submission of further information, this application would be considered against the Policy for the Allocation of Neighbourhood Planning Grants (the Policy), included in this report at Appendix 1.
In June 2017 the requested information was provided and the report considered the neighbourhood grant funding application submitted by Disley Parish Council.
This funding request is for works already completed. Since the original request has been made, substantive progress on the neighbourhood plan has been achieved with a draft (regulation 14) plan now currently under consultation. It is anticipated that the neighbourhood plan will be completed and submitted to Cheshire East Council in the autumn.
RESOLVED
That the Neighbourhood Planning Grant Funding application submitted by Disley Parish Council be refused.
