Public Speaking Time/Open Session

In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the body in question.  Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Holmes Chapel Neighbourhood Plan - Decision to Make the Plan pdf icon PDF 72 KB

To consider the decision to proceed and make this Plan.

Decision:

That the Holmes Chapel Neighbourhood Plan be made and form part of the Development Plan for Cheshire East.

Minutes:

The Holmes Chapel Neighbourhood Development Plan had been submitted to the Council in August 2016 and, following a statutory publicity period, proceeded to Independent Examination.  The Examiners report recommended that pending some modifications the plan would meet the prescribed requirements and should proceed to referendum.  A successful referendum on the Neighbourhood Plan had been held on 9 March 2017 at which there was a 41.5% turnout, with 97% being in favour of the Plan.

The Council now needed to ‘make’ the neighbourhood plan and thereby enable it to become part of the Development Plan for the area it covered, in accordance with which planning decisions would be made unless material considerations indicated otherwise.

RESOLVED

That the Holmes Chapel Neighbourhood Plan be made and form part of the Development Plan for Cheshire East.
