To provide an opportunity for Members and Officers to declare any disclosable pecuniary and non-pecuniary interests in any item on the agenda.

Public Speaking Time/Open Session

In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the body in question.  Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

 

 

Minutes:

Geoff Seddon, on behalf of Audlem Parish Council, spoke in support of the Audlem Neighbourhood Plan and commended it to the Council for approval.  He also thanked the Cheshire East Officers for their help and support in its preparation.  Mike Benson, of Sandbach Town Council, endorsed the comments and also thanked Cheshire East Council for its advice and assistance.

Audlem Neighbourhood Plan - Decision to make the Plan pdf icon PDF 65 KB

Decision:

That the Audlem Neighbourhood Plan is made and forms part of the Development Plan for Cheshire.

Minutes:

The Audlem Neighbourhood Plan had been submitted to the Council in July 2015 and, following a statutory period, proceeded to Independent Examination.  The Examiner’s report recommended that, pending a series of modifications to the Plan it would meet the prescribed requirements and should proceed to Referendum. 

 

A Referendum was held on 24 March 2016 and returned a positive vote in favour of using the Neighbourhood Plan to help determine planning applications in the neighbourhood area. 

 

Paragraph 38A(4)(a) of the Planning and Compulsory Purchase Act 2004 required that where half or more of those voting in the Plan Referendum vote in favour of the Plan, that the Council make the Neighbourhood Plan and adopt it as part of the Development Plan. 

 

It was confirmed that the Audlem Neighbourhood Plan would become part of the Cheshire East Development Plan in accordance with which planning decisions would be made unless material considerations indicated otherwise.

 

At the meeting it was reported that a correction was to be made to the green spaces map on page 8 of the Neighbourhood Plan in respect of the designation of Bunsley Bank Green, and this was noted.

 

RESOLVED

 

That the Audlem Neighbourhood Plan BE made and form part of the Development Plan for Cheshire.
