Public Speaking Time/Open Session

In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relating to the work of the body in question.  Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

To consider charging developers of new dwellings for the provision and administration costs of new bins.

That approval be given to the principle that all developers of new properties be requested to cover the delivery and administration costs of new bins.

Minutes:

It is the Council’s policy to provide for a significant number of new dwellings in all parts of the Borough to 2030 to support economic growth and development and to ensure that there is an appropriate mix of house types, sizes and tenures.

With an increase in the number of new dwellings there had been a corresponding increase in the number of waste bins required and, in the first 6 months of this year, the number of requests was over 30% higher than the previous year.

To sensibly manage this budget pressure it was proposed that developers be charged for the delivery and administration costs of new waste bins.  In line with many other Authorities the Council had looked at ways to manage this increase without passing on additional costs to the general public.

The report included copies of the guidance that had been prepared and it was intended this would be placed on the Council’s website and also linked to information in respect of planning applications.

 

RESOLVED

 

That approval be given to the principle that all developers of new properties be requested to cover the delivery and administration costs of new bins.
