Declarations of Interest

To provide an opportunity for Members and Officers to declare any disclosable pecuniary and non-pecuniary interests in any item on the agenda.

48.

Public Speaking Time/Open Session

In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relating to the work of the body in question.  Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

To consider a consultation response to the proposals contained in the Brereton Parish Council Neighbourhood Plan.

That the comments and recommendations set out in Appendix 1 to the report be submitted to Brereton Parish Council as Cheshire East Council’s formal response to the Brereton Parish Council Neighbourhood Plan consultation.

 

Minutes:

The Portfolio Holder considered a consultation response to the proposals contained in the Brereton Parish Council Neighbourhood Plan.

 

The report provided a consultation response to the draft Neighbourhood Plan which was appended to the report at Appendix 1.

 

The reasons for each recommendation were outlined in the consultation response. Neighbourhood plans had to be produced to support sustainable development and meet the basic conditions as outlined at para. 8(2) of Schedule 4B to the Town and Country Planning Act 1990. They had to be produced in conformity with the National Planning Policy Framework and the strategic policies of the adopted local plan. In Cheshire East the relevant adopted local plan consisted of the saved policies held within the Congleton Borough Local Plan 2011.

 

RESOLVED

 

That the comments and recommendations set out in Appendix 1 to the report be submitted to Brereton Parish Council as Cheshire East Council’s formal response to the Brereton Parish Council Neighbourhood Plan consultation.

That the comments and recommendations set out in Appendix 1 to the report be submitted to Bunbury Parish Council as Cheshire East Council’s formal response to the Bunbury Parish Council Neighbourhood Plan consultation.

That Disley Parish be designated as Disley Neighbourhood Area for the purposes of preparing the Disley Neighbourhood Plan as per the map attached at Appendix 1 to the report.

The Portfolio Holder considered the designation of Disley Parish as Disley Neighbourhood Area for the purposes of preparing the Disley Neighbourhood Plan.

 

An application to designate this neighbourhood area had been submitted by Disley Parish Council in February 2015. Discussions on the extent of the neighbourhood area had been held; the extent of the neighbourhood area was proposed to reflect the extent of the Parish boundary for Disley.

 

No circumstances existed where the exclusion of land from the proposed neighbourhood area was considered necessary. It was considered that the Disley neighbourhood area application had been prepared in accordance with existing regulations and guidance and was desirable to designate for the reasons set out in the report.

 

RESOLVED

 

That Disley Parish be designated as Disley Neighbourhood Area for the purposes of preparing the Disley Neighbourhood Plan as per the map attached at Appendix 1 to the report.
