Public Speaking Time/Open Session In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relating to the work of the body in question. Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Adlington Neighbourhood Area Application To approve the designation of Adlington Parish as Adlington Neighbourhood Area for the purposes of preparing the Adlington Neighbourhood Plan. Decision: That approval be given for Adlington Parish to be designated as Adlington Neighbourhood Area for the purposes of preparing the Adlington Neighbourhood Plan. Minutes: The Localism Act 2011 introduced new legal rights that enable communities to prepare local development plans with equal weight to the Local Plan for decision making purposes on development proposals. The first stage in this process is for the area to be designated as a neighbourhood area, setting out the geographic extent within which future policies and land designations will apply.
It was reported that within the area of Adlington Parish there were strategic interests, as identified by the Local Plan Strategy, these being the Poynton Relief Road and the need to deliver some 200 homes in Poynton. It was anticipated that these would be delivered at the edge of the settlement at an undetermined location, identified through either the preparation of a Neighbourhood Plan or through the Site Allocations process; one option to deliver this need might be to accommodate development to the south of Poynton, functionally related to the town but within Adlington Parish.
Originally, and to accommodate these issues, proposals were made to exclude areas of land from the Adlington Neighbourhood Area but, following a series of discussions between Adlington Parish Council, Poynton Town Council, and Cheshire East Borough Council, it was reported that it had been agreed that this option was not desirable and that close working across interested parties was a meaningful way to address planning consideration in this allocation. It was now felt that these issues had been resolved and the neighbourhood application as submitted met the requirements necessary to proceed.

That approval be given for Adlington Parish to be designated as Adlington Neighbourhood Area for the purposes of preparing the Adlington Neighbourhood Plan. |
