Public Speaking Time/Open Session In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relating to the work of the body in question. Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

A6 to Manchester Airport Relief Road - Tripartite Delivery Agreement To approve entering into a tripartite delivery agreement with Manchester City Council, and Stockport Metropolitan Borough Council. Additional documents: Decision: That the Council enter into a Tri-partite Delivery Agreement with Stockport Metropolitan Borough Council and Manchester City Council to aid the delivery of the A6-MARR, and to agree the financial contributions of £1,572,500 from Stockport MBC towards highway mitigation measures required pursuant to planning permission conditions.
Minutes: Consideration was given to entering into a Delivery Agreement between Manchester City Council, Stockport Council and Cheshire East Council to aid the delivery and funding of the highway mitigation measures required for the proposed A6- Manchester Airport Relief Road (A6-MARR). The planning decision notice for the A6-MARR scheme had been published by the Council in June 2014 (ref 13/4355M) and conditions attached to it included the design and delivery of an extensive programme of highway mitigation measures in locations where it had been demonstrated there would be a traffic impact as a result of the scheme. It was reported that extensive discussions with the A6-MARR team at a senior political and officer level had been successful in negotiating a contribution of £1,572,500 towards the delivery of these measures within Cheshire East; this is in addition to a contribution of c£3.5M negotiated by senior politicians towards the delivery of Poynton Relief Road which will complement the delivery of the A6-MARR scheme. The Agreement requires the Council to use its best endeavours to discharge the planning conditions in relation to highway mitigation works prior to the opening of the A6-MARR scheme but it does not fetter its obligations as the local planning authority linked to the discharge of the planning conditions. Members were advised that assessment work had commenced and, in due course, there would be meetings with the local ward Members concerned to discuss specific needs and proposals. In discussing the funding a question was asked regarding what would happen in the event of the costs being greater than the agreed contribution. In response it was reported that consideration would be given to a top-up sum being awarded from a contingency fund in the capital programme. An additional sentence was added to para 9.1 of the report (Risk Management) to say ‘There is a possibility that the funding envelope for the mitigation may vary when the detail has been decided’.
RESOLVED That approval be given for the Council to enter into a Tri-partite Delivery Agreement with Stockport Metropolitan Borough Council and Manchester City Council to aid the delivery of the A6-MARR, and to agree the financial contributions of £1,572,500 from Stockport MBC towards highway mitigation measures required pursuant to planning permission conditions.
