Public Speaking Time/Open Session In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relating to the work of the body in question. Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Leisure & Culture Fees & Charges 2013/14 To approve the 2013/14 fees and charges for Leisure and Cultural Services. Additional documents: Minutes: The Leisure and Cultural Services Charging Strategy encouraged an annual review of fees and charges, as well as regular monitoring throughout the year. The last set of changes had been implemented on 1st January 2012. The 2013/14 proposal (Appendix 1 to the report) had been devised through careful monitoring of the attendances and occupancy levels as well as regular competitor analysis. Where the local market could bear a further increase, an average of 3% had been applied, rounded to the nearest 10p to reduce cash-handling costs, to ensure that the service operated within budget.
Certain activities were currently declining, partly due to price levels, but also due to changing cultures around team sports. A number of these activities had proposed decreases in price level in order to stimulate growth and achieve the required income levels through increased usage.
RESOLVED
That the Leisure and Culture Fees and Charges for 2013/14 as set out in Appendix 1 to the report be approved to come into effect on 1st April 2013, subject to the fee for the Everybody Splash Learn to Swim Scheme, Junior Lessons Stages 1-2 being amended to £5.20, reflecting an increase of 1.96%.
