Public Speaking Time/Open Session

In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relating to the work of the body in question.  Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Transport Grant Scheme - Large Grant Business Plans pdf icon PDF 41 KB

To consider grant business plans from Poynton Town Council for a minibus service and a shopmobility scheme.

Minutes:

At the Cabinet Member for Environment meeting on 10 March 2014 the two applications from Poynton Town Council were deferred in order to allow further time for the preparation of the supporting business plans.

 

Poynton Town Council was proposing to use two surplus Council vehicles allocated under the Vehicle Allocation Scheme to operate a minibus service in the Poynton LAP area.  A detailed business plan had been developed with financial projections which identified income and expenditure over the first three years and demonstrated how the project would be sustained beyond the funding period.  Further information had been provided since deferral, which had resulted in a more robust proposal.  It was therefore recommended that £45,000 be awarded.

 

Poynton Town Council also proposed to establish a Shopmobility scheme in the town, which would be located in the Co-operative Independent Living store.  Following deferral on 10 March a more detailed business plan had been developed identifying expenditure and revenue streams (e.g. membership and equipment hire fees) to demonstrate how the project would be sustainable beyond the funding period.  It was therefore recommended that £17,000 be awarded.

 

RESOLVED:

 

That approval be given to the two large grant business plan awards as follows:
