Public Speaking Time/Open Session In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relating to the work of the body in question. Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Thomas Street Car Park, Crewe - Notice of Variation of Parking Charges To consider a variation in the parking charges at this car park. Decision: 1. That approval be given to the variation of charges in relation to Thomas Street (East and West) car park in Crewe as follows:-
The current charges Mon to Fri 8am to 5pm (Sats and Suns free)
To be amended to Mon to Fri 8am to 5pm (Sats and Suns free):
2. That the current Annual Permit price of £400 be revised to £308. 3. That the Interim Head of Legal Services, or an Officer acting on his behalf, be authorised to publish a notice of variation in relation to the amended charges, in accordance with section 35C of the Road Traffic Regulation Act 1984 and Regulation 25 of the Local Authorities’ Traffic Orders (Procedure)(England and Wales) Regulations 1996.
Minutes: Consideration was given to reducing the charges for the use of this car park in order to achieve a fairer tariff and harmonisation with other similar locations by setting a fair price in respect of parking demand and location.
The proposed charges were equivalent to the lowest currently charged in Cheshire East town centres and reflected the needs of the locality whilst still conforming to the policy that car parks should, wherever possible and reasonable, bear charges that went some way to covering the costs of operation and maintenance.
The Cabinet Member for the Environment confirmed that by setting the charges at those now proposed the opportunity would be provided to further monitor their effect and that, after a reasonable period of operation, a further assessment could be made. In considering the options available it was stressed that consideration would always be given to local solutions to particular problems and whenever possible to the encouragement and provision of support for local businesses.
RESOLVED
