To provide an opportunity for Members and Officers to declare any disclosable pecuniary and non-pecuniary interests in any item on the agenda.

There were no declarations of interest.

In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relating to the work of the body in question.  Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

To consider the report of the Head of Strategic and Economic Planning to approve the Draft Local Development Scheme 2014-2016 with effect from 1 April 2014.

1. That approval be given to the Draft Local Development Scheme 2014- 2016 (Annex A), as amended following the recommendations of the Strategic Planning Board.

2. That, in accordance with Section 111 of the Localism Act 2011, the revised Local Development Scheme 2014-2016 be brought into effect as of the 1^st April, 2014.

The Portfolio Holder for Strategic Communities considered a report seeking the approval of the Local Development Scheme 2014-16.

The decision was requested in order to ensure that the Council had an approved three year programme for the preparation of the various Development Plan documents that would make up the Cheshire East Local Plan and to ensure that the submission stage of the Local Plan strategy met legal requirements.

The report had been considered by the Strategic Planning Board on 30^th April 2014 which had recommended that the Local Plan programme be amended by bringing forward the ‘Earliest Adoption’ date of the Local Plan Strategy from February, 2015 to December, 2014; and by revising the receipt of the Inspector’s report on the Local Plan Strategy from December, 2014 to November, 2014. 

RESOLVED

That

1.    the Draft Local Development Scheme 2014- 2016 (Annex A to the report), as amended following the recommendations of the Strategic Planning Board, be approved; and

2.    in accordance with Section 111 of the Localism Act 2011, the revised Local Development Scheme 2014-2016 be brought into effect from 1^st April, 2014.
