Public Speaking Time/Open Session

In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relating to the work of the body in question.  Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

To approve the grant of a 25 year lease at a peppercorn rent to the Listening Out Loud (LOL) Foundation for the occupation of 48 and 54 Lawton Street, Congleton on terms and conditions to be determined by the Property Portfolio Manager and Head of Legal Services.

Decision:

To approve the grant of a 25 year lease at a peppercorn rent to the Listening Out Loud (LOL) Foundation for the occupation of 48 and 54 Lawton Street, Congleton on terms and conditions to be determined by the Property Portfolio Manager and Head of Legal Services.

Minutes:

Consideration was given to an expression of interest from the Listening Out Loud (LOL) Foundation to occupy numbers 48 and 54 Lawton Street, Congleton by way of a 25 year lease at a peppercorn rent.

 

The properties in question were considered to be surplus to the Council’s operational requirements and were currently in the Council’s Disposal Programme.

 

The disposal of the properties would minimise the Councils holding and operational costs relating to them and was supported by local members; the proposal by the LOL Foundations would assist with the provision of temporary accommodation in the Congleton area and was expected to have cost saving and financial benefits to the Council.

 

RESOLVED

 

That approval be given to the grant of a 25 year lease at a peppercorn rent to the Listening Out Loud (LOL) Foundation for the occupation of 48 and 54 Lawton Street, Congleton on terms and conditions to be determined by the Property Portfolio Manager and the Head of Legal Services.
