Public Speaking Time/Open Session In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relating to the work of the body in question. Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Grant Funding for Energy Efficiency To consider a report which outlines the purposes for which an application can be made to the Department of Energy and Climate Change for Local Authority Funds for domestic energy efficiency, and which details an application to be submitted on behalf of Cheshire East Council. Minutes: The Cabinet Member considered a report which outlined the purposes for which an application could be made to the Department of Energy and Climate Change for Local Authority Funds for domestic energy efficiency and gave details of the application submitted by the Council.
The Department of Energy and Climate Change had made £40million available for Local Authorities to apply for funding from three specific funds - £25million Food Poverty Fund, £10million Green Deal Pioneer Fund and £5million Cheaper Energy Together Fund.
The Council had applied for a total of £449,900 on 30 November 2012, made up of the following:
RESOLVED: That
(1) the application submitted to the Department of Energy and Climate Change for Local Authority Funds in respect of the Fuel Poverty Fund, Green Deal Pioneer Fund and the Cheaper Energy Together Fund be endorsed;
(2) approval “in principle” be given for fully funded Supplementary Revenue and Capital Estimates, in accordance with the Finance and Contract Procedure Rules, should the application for funds be successful.
