Declarations of Interest

To provide an opportunity for Members and Officers to declare any personal and/or prejudicial interest in any item on the agenda.

 

Declarations are a personal matter for each Member to decide.  Whilst Officers can advise on the Code and its interpretation, the decision to declare or not, is the responsibility of the Member, based on the particular circumstances.

Members were invited to declare any personal and/or prejudicial interests in any item on the agenda.

 

Councillor R Bailey declared a personal and prejudicial interest in the proposed appointment to Rode Heath Primary School, by virtue of the fact that she was self nominated and stated that she would leave the room during consideration of this item.

Procedure for the Appointment of Authority Governors

Minutes:

As reported at the previous meeting, the Constitution Committee had approved a revised procedure for making appointments. A copy of the revised procedure was circulated at the meeting. It was noted that details relating to the membership of the Panel would need to be amended, in order to take account of recent changes in membership, as agreed at the Annual Council meeting. The Panel membership now consisted of seven elected members (5 Conservative, 1 labour and 1 Independent).

Public Speaking Time/Open Session

In accordance with Procedure Rules Nos. 11 and 35, a total period of 10 minutes is allocated for members of the public to address the Panel on any matter relevant to its work.

 

Individual members of the public may speak for up to 5 minutes, but the Chairman will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers.  Members of the public are not required to give notice to use this facility.  However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

There were no members of the public in attendance and the Panel, therefore, proceeded to its next item of business.

That the minutes of the meeting of the Panel held on 15 April 2011be approved as a correct record.

Exclusion of Press and Public

The reports relating to the following item has been withheld from public circulation and deposit pursuant to Section 100(B)(2) of the Local Government Act 1972 on the grounds that the matters may be determined with the press and public excluded.

 

The Panel is asked to RESOLVE –

 

That the press and public be excluded from the meeting during consideration of the following item, pursuant to Section 100(A)4 of the Local Government Act 1972 on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A of The Local Government Act 1972 and the public interest would not be served in publishing the information.

Local Authority Appointments to School Governing Bodies

The report of the Head of Children and Family Services informs Members of current Authority Governor vacancies within Cheshire East maintained schools in the context of vacancies at a national level and recommends individuals for appointment and re-appointment to identified posts.

A report was submitted, informing the Panel of current Authority Governorvacancies within Cheshire East maintained schools, in the context of vacancies at a national level and recommended individuals for appointment to identified posts.

 

With reference to paragraph 3.2 of the report, which stated that Cheshire East’s vacancy level was significantly above average, it was noted that this was no longer the case and that, as a result of the measures taken to rectify this, the vacancies were now only slightly above the national average.

 

Additional information was tabled at the meeting relating to one new appointment and one reappointment.

Education Bill

Minutes:

It was reported that the Education Bill was currently before Parliament and one of the proposed amendments to the Bill related to the process for the appointment of School Governors. A full report in respect of this matter would be submitted to the next meeting of the Panel, in October.
