Appointment of Chairman

Minutes:

It was moved and seconded that Councillor A Thwaite be appointed as Chairman for the meeting.

 

RESOLVED:

 

That Councillor A Thwaite be appointed as Chairman for the meeting.

 

7.

Apologies for Absence

Minutes:

Apologies were received from Councillors P Edwards, A Harewood and D Marren.

8.

Declarations of Interest

To provide an opportunity for Members and Officers to declare any personal and/or prejudicial interests in any item on the agenda.

Minutes:

Councillor A Thwaite declared a personal interest as he knew one of the applicants.

 

Councillor P Nurse declared a personal interest as he knew six of the applicants.

 

 

9.

Public Speaking Time/Open Session

In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the meeting. Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

10.

Exclusion of the Press and Public

The reports relating to the remaining items on the agenda have been withheld from public circulation and deposit pursuant to Section 100(B)(2) of the Local Government Act 1972 on the grounds that the matters may be determined with the press and public excluded.

 

The Committee may decide that the press and public be excluded from the meeting during consideration of the following items pursuant to Section 100(A)4 of the Local Government Act 1972 on the grounds that they involve the likely disclosure of exempt information as defined in Paragraphs 1 and 2 of Part 1 of Schedule 12A to the Local Government Act 1972 and public interest would not be served in publishing the information.

That the press and public be excluded from the meeting during the consideration if the following item pursuant to Section 100(A)4 of the Local Government Act 1972 on the grounds that they involved the disclosure of exempt information as defined in Paragraphs 1 and 2 of Part 1 of Schedule 12A of the Local Government Act 1972 and public interest would not be served in publishing this information.

 

11.

Appointment of Lay Members to Independent Appeal Panel for School Admissions

To consider the appointment of individuals to become independent appeal panel members for school admissions and exclusions.

The Committee considered a report on the appointment of members to sit on both School Admission Appeals Panels and Exclusion Appeal Panels.

 

Where an admission authority refused a child a place at a particular school, the parent had the right to appeal the decision to an independent appeal panel under the School Standards and Framework Act 1998. Where a pupil had been permanently excluded following a disciplinary offence by a head teacher, parents had a right of appeal to an independent appeal panel. 

 

The Council had received in excess of 40 applications from members of the public expressing interest in training to become independent appeal panel members for school admissions and exclusions.  The list of applicants was set out in an Appendix to the report.  The applicants were accessed against the criteria detailed in the School Admissions (Appeal Arrangements) (England) Regulations 2012.
