There were no apologies for absence.

To provide an opportunity for Members and Officers to declare any disclosable pecuniary and non-pecuniary interests in any item on the agenda.

No declarations of interest were made.

To approve as a correct record the minutes of the meeting held on 7 December 2020.

RESOLVED:

That the minutes of the meeting held on 7 December 2020 be confirmed as a correct record.

In accordance with paragraph 9 of Appendix 7 of the Procedure Rules, members of the public may speak on a particular application after the Chairman has introduced the report, provided that notice has been given in writing to Democratic Services by 12 noon one clear working day before the meeting.  A total of 6 minutes is allocated for each application, with 3 minutes for objectors and 3 minutes for supporters.  If more than one person wishes to speak as an objector or supporter, the time will be allocated accordingly or those wishing to speak may agree that one of their number shall speak for all.

Also in accordance with paragraph 2.32 of the Committee Procedural Rules and Appendix 7 of the Procedural Rules a total period of 10 minutes is allocated for members of the public to address the Committee on any matter relevant to the work of the body in question.  Individual members of the public may speak for up to 5 minutes but the Chairman will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. 

Members of the public wishing to ask a question or make a statement at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

To note the fees and charges for 2021-22 for charged-for services provided by the Public Rights of Way team.

The Committee received a report which detailed the proposed fees and charges for 2021-22 for charged-for services provided by the Public Rights of Way team.

The annual review of fees and charges had been conducted as part of the budget setting process of the Council.  The charges for 2021-22 had been increased by inflation and rounded up. 

One additional fee had been introduced in relation to Public Path Orders and was for those Orders which attracted objections which were not withdrawn.  These cases required the completion of a case file to be submitted to the Planning Inspectorate for determination in either an exchange of written representations, a public hearing, or a public inquiry.  The fee had been introduced to reflect the time cost in preparation for and participation in such processes.
