Apologies for Absence

Apologies were received from Councillor C Thorley.

Declarations of Interest

To provide an opportunity for Members and Officers to declare any personal and/or prejudicial interests in any item on the agenda

Minutes:

Councillor D Flude declared a personal interest being a retired member of UNISON.

 

3.

Public Speaking Time/Open Session

In accordance with Procedure Rules Nos.11 and 35 a total period of 10 minutes is allocated for members of the public to address the Committee on any matter relevant to the work of the Committee.

 

Individual members of the public may speak for up to 5 minutes but the Chairman will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.  It is not required to give notice of the intention to make use of public speaking provision, however, as a matter of courtesy, a period of 24 hours notice is encouraged.

4.

Exclusion of the Press and Public

The reports relating to the remaining items on the agenda have been withheld from public circulation and deposit pursuant to Section 100(B)(2) of the Local Government Act 1972 on the grounds that the matters may be determined with the press and public excluded.

 

The Committee may decide that the press and public be excluded from the meeting during consideration of the following items pursuant to Section 100(A)4 of the Local Government Act 1972 on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 4 of Part 1 of Schedule 12A to the Local Government Act 1972 and public interest would not be served in publishing the information.

RESOLVED:

 

That the press and public be excluded from the meeting during consideration of the following items pursuant to Section 100(A)4 of the Local Government Act 1972 on the grounds that they involved the disclosure of exempt information as defined in Paragraph 4 of Part 1 of Schedule 12A of the Local Government Act 1972 and public interest would not be served in publishing this information.

 

5.

Harmonisation of Terms and Conditions

To consider a report on the review and harmonisation of terms and conditions of employment

 

 

Minutes:

Consideration was given to the report on the review and harmonisation of terms and conditions of employment. 

 

The Trade Union representatives made a statement on the proposals to the Committee before leaving the meeting.

 

A supplementary update report was circulated at the meeting containing a revision to the proposed package of terms and conditions.  The recommendations from Cabinet were also circulated.

 

RESOLVED:

 

That Council be recommended to give full delegated authority on behalf of the Council to the Chief Executive, as Head of Paid Service, to:

 

1          jointly agree, in consultation with the Trade Unions, changes to terms and conditions of employment of all employees affected by the current review and as set out in paragraphs 10.6 and 10.7 of the original report.

 

2          following a positive ballot of the Trade Union membership, to arrange for their implementation as a single set of terms and conditions for all employees affected by the review through collective agreement with the joint Trade Unions.

 

3          In the event that the ballot of the Trade Unions membership does not endorse the joint proposals as set out at recommendation 1 above, to determine, in consultation with the Council’s Staffing Committee, the final terms and conditions of employment for all employees affected by the review, together with the appropriate options for implementation.

 

4          separately consider in consultation with the Council’s Staffing Committee appropriate options for the implementation of a two year Increment Freeze for all staff affected by the review.
