13.

Public Speaking/Open Session

In accordance with paragraph 2.24 of the Committee Procedure Rules and the Appendix on Public Speaking, as set out in the Constitution, a total period of 15 minutes is allocated for members of the public to put questions to the Sub-Committee on any matter relating to this agenda. Each member of the public will be allowed up to two minutes to speak; the Chair will have discretion to vary this where he/she considers it appropriate.

 

Members of the public wishing to speak are required to provide notice of this at least three clear working days in advance of the meeting.

To consider a report which informs the Sub-Committee of the responses that have been received during the public consultation period for the polling district review and the outcome of the consultation which the Sub-Committee authorised on 6 November 2024.

 

Minutes:

The sub-committee considered a report which provided details of the responses which had been received during the public consultation period for the Polling District Review, and the outcome of the Consultation which the sub-committee authorised on 6 November 2024, from Brian Reed, Head of Democratic Services, and Diane Barnard, Electoral Services Manager.

 

Members were updated that the Local Government Boundary Commission for England was currently undertaking a review of Cheshire East Council’s warding arrangements, which would not be completed until summer 2025 at the earliest, and that the outcome of this review would be likely to require changes to Cheshire East’s polling districts and polling places.

 

Members were informed that there were four responses from the Parish Councils of Chelford, North Rode, Poynton and Somerford to the consultation, which would be reviewed by the Council’s Elections Team, but it was likely that these responses would be impacted by the Boundary Commission’s Review of Cheshire East’s electoral arrangements. Furthermore, no issues had been raised which were of such significance as to lead to changes to the recommendations of this report.

 

Members asked that the suitability of the Broken Cross Club as a polling station be reviewed.

 

An additional recommendation to the report was proposed by Councillor O’Leary and seconded by Councillor Clowes:

 

4. Request the Head of Democratic Services to make representations the Local Government Boundary Commission for England in order to secure appropriate coordination and timing of their own reviews in the context of any polling districts and polling places reviews which might be taking place in the local authorities which they work with.

 

RESOLVED:

 

That the sub-committee:

 

1.          Resolve that no changes will be made at this time to existing polling districts, place and station arrangements.

 

2.          Agree that all responses received during the consultation period be investigated by officers.

 

3.          Agree that the conclusions of those investigations will be considered further as part of the next detailed Polling District Review that will commence following the conclusion of the Cheshire East Borough Ward Boundary Review, currently being undertaken by the LGBCE.

 

4.               Request the Head of Democratic Services to make representations the Local Government Boundary Commission for England in order to secure appropriate coordination and timing of their own reviews in the context of any polling districts and polling places reviews which might be taking place in the local authorities which they work with.
