Note: Having declared that he had predetermined the application, Councillor A Kolker withdrew from the meeting during consideration of this item.
Note: Mr J Ashbrook (applicant) attended the meeting and addressed the Committee on this matter.
The Committee considered a report regarding the above planning application and an oral report of the site inspection.
RESOLVED – That, for the reasons set out in the report, the application be APPROVED subject to the completion of a Unilateral Undertaking to prevent the applicant from operating their business from Barnshaw Bank Farm and the following conditions:
1. Development in accordance with the approved plans.
2. Compliance with the recommendations contained within the submitted ground investigation report.
3. Compliance with the mitigation strategy contained within the Great Crested Newt Mitigation Strategy –Supplementary Report.
4. Submission and implementation of a scheme of landscaping that includes the recommendations within the Newt Mitigation Strategy – Supplementary Report.
5. Submission and implementation of a detailed design for the access on to the highway.
6. Submission and implementation of details of staining of boundary fencing.
7. Restriction of working hours as follows:
Monday to Friday 7am to 6pm
Saturday 8am to 2pm
Sunday & Public Holidays No working
