Purpose:

Following a procurement exercise carried out in accordance with the Competitive Dialogue procedure, it is necessary to appoint the Preferred Bidder and award the CEC Household Waste Recycling Centre Contract to them as they submitted the most economically advantageous tender from the point of view of the Authority.

The aim of the Competitive Dialogue process was to identify and define the means best suited to satisfy the Authority’s needs and requirements pursuant to Regulation 30 of the Public Contracts Regulations 2015 (PCR 2015).

Before the award of the Contract, pursuant to Regulation 30 PCR 2015 the Council will comply with the mandatory 10 day “standstill” period which allows for any challenge to the award of the contract.

The Contract will run for 7 years from 1st September 2025 to 31st August 2032 (with the option to extend for a further period of up to 3 years).

The Contract was advertised via the Chest on 10th May.
