Approval is sought of the draft Core Strategy for Cheshire East, and for a final round of consultation prior to its submission to the Secretary of State for formal examination in 2014.
The Council has made considerable progress in the production of a Local Plan but, in the absence of a plan-led approach, is vulnerable to speculative planning applications for major housing and employment sites. The finalisation of an adopted Core Strategy is, therefore, of the utmost priority in determining a sustainable development strategy for the Borough.
The National Planning Policy Framework states that unless other material considerations indicate otherwise decision makers may give weight to relevant policies in emerging plans. In view of the level of consultation already afforded to the plan-making process, together with the degree of consistency with national planning guidance, it is considered that enhanced weight should be attached to the Pre-Submission Core Strategy for development management purposes with immediate effect.
The Strategic Planning Board has already considered the public consultation responses in respect of the Shaping Our Future documents, and these have been taken into account in finalising this Pre-Submission Core Strategy. Following approval of this document it will be published for a six week period and further representations invited. All communications received will be fully considered to assess whether any further modifications are required to the plan before final consideration is given to a Submission Core Strategy in the spring of 2014.
