Consideration was given to the above planning application.

 

The following attended the meeting and spoke in relation to the application:

Councillor Emma Hall (ward councillor), Congleton Town Councillor Amanda Martin, Louise Gorman (objector), Suzie Firkin (objector), and Vanessa Rowell (agent).

 

RESOLVED (by majority):

 

That for the reasons set out in the report and update report the application be APPROVED, subject to a S106 agreement with the following Heads of Terms:

27.          10% of energy requirements from renewable or low carbon energy

28.          Notwithstanding the approved plans details of a pedestrian link to the north of plots 10-13 and a timetable for implementation to be submitted and approved.  Development to be completed in accordance with the approved timetable

29.          Submission and approval of plans to show an access stub to the boundary with the land to the south to be submitted and approved.  Development to proceed in accordance with the approved details.

 

Informative:

UU consent required for connection to foul drainage infrastructure and confirm that there is capacity to serve the development.

 

In the event of any changes being needed to the wording of the Committee’s decision (such as to delete, vary or add conditions / informatives / planning obligations or reasons for approval/refusal) prior to the decision being issued, the Head of Planning has delegated authority to do so in consultation with the Chair of the Southern Planning Committee, provided that the changes do not exceed the substantive nature of the Committee’s decision.
