Consideration was given to the above planning application.
The following attended the meeting and spoke in relation to the application:
Holmes Chapel Parish Councillor Brian Bath, Dr Ken Morris (objector), Joanne Gabrilatsou (objector) and Jon Suckley (agent).
RESOLVED (unanimously):
That for the reasons set out in the report and update report the application be REFUSED for the following reasons:
1 The proposal is a new residential development that would impair the efficiency of the Jodrell Bank Radio Telescopes which is a World Heritage Site. The public benefits would not outweigh the harm and the proposal is therefore considered to be contrary to Policy SE14 of the Cheshire East Local Plan Strategy and Policy HER9 of the Site Allocations and Development Policies Document and guidance within the National Planning Policy Framework.
2 The proposed development would not provide an acceptable standard of residential amenity for the future occupants due to noise form the Bespak site. The proposal would not integrate with the existing Bespak business use and the proposed development was contrary to Policies SE12 of the Cheshire East Local Plan Strategy, HOU12 and ENV15 of the Site Allocations and Development Policies Document and the NPPF.
In order to give proper effect to the Committee`s intent and without changing the substance of its decision, authority is delegated to the Head of Planning in consultation with the Chair of the Southern Planning Committe (or in their absence the Vice Chair) to correct any technical slip or omission in the resolution, before issue of the decision notice.
