The Sub-Committee considered a report for an application for a new premises licence for Land at Millington Hall Lane, Altrincham, WA14 3RN.

 

The following attended the hearing and made representations in relation to the application;

 

Kim Evans - Licensing Team Leader

Amy Scott - Enforcement Officer (Licensing)

Martin Finney – Applicant

Jude Finney – Applicant

 

After a full hearing of the application and in accordance with the rules of procedure, the Chair of the Sub-Committee reported, that after taking account of:

 

· The oral and written representations made by all parties to the hearing.

· The licensing objective of the prevention of public nuisance.

· The Secretary of State’s Guidance under the Licensing Act 2003 (Dec 2022).

· Cheshire East Council’s Statement of Licensing Policy.

 

The following course of action had been agreed:

 

RESOLVED: (Unanimously)

 

That the application for a premises licence be GRANTED subject to the Operating Schedule accompanying the application, any mandatory conditions that must be included on the licence in accordance with the Licensing Act 2003 and the following additional conditions;

 

-       The playing of amplified music be limited to background level and must only take place inside the marquee

-       Deliveries and collections be restricted to 10:00 – 18:00 hours

-       Use of microphones will be limited to demonstrator communication and kept at a reasonable volume sufficient for that purpose

-       All persons are to be requested to leave the premises quietly and with consideration to residents and signage must be displayed at exits to the premises to encourage quiet departure by customers

-       A strict Challenge 25 policy shall be used to prevent the sale or supply of alcohol to persons under 18 years of age

-       All external lighting will be low–intensity, warm colour lighting, operated by timers and sensors and directed towards WCs and pathways as appropriate, not towards residential properties or across open fields.
