Welcome, Apologies and Introductions


Apologies were received from Forum members Carole Bentley, Andy Gildon and Linda Rose, and also from Genni Butler, Countryside Access Development Officer.

Update on Items considered at last Meeting


12 Minutes of Previous Meeting

Kingsley Fields Development – Comments on the impact of the development on countryside access had been submitted on the planning application.  A copy of the letter had been circulated to members for information.



A response had been sent to the consultation, a copy of which had been circulated to members for information.


15 Congleton Relief Road Scheme

Details of the Forum’s discussions on the Relief Road Scheme had been sent to Jacobs.




That the minutes of the meeting held on 11 July 2013 be agreed as a correct record.

Traffic on Rural Roads

Rural Roads provided an important link to the countryside and were used by walkers, horse rider and cyclists to access the public rights of way network.  There were concerns about the speed of traffic on these roads and also the need to raise awareness of the presence of walkers, horses and cyclists being on these roads and how to drive accordingly.


It was agreed that a representative from Cheshire Police be invited to a future meeting of the Forum to speak on these matters.


Publicity for the Local Access Forum

Discussion between the Chairman, Carole Bentley and Genni Butler had led to the following proposals for publicity for the Forum:


  • Press releases to be issued to highlight the work of the Forum.  A press release had been issued on the unveiling of John Taylor’s memorial.  


  • The work of the Forum to be publicised by members doing talks at interested organisations.   Members were asked to let the Chairman know of suggested target audiences so that they could be approached and also if they would be willing to do a presentation.


  • Increased contact with Cheshire East Council members.  It was suggested that contact be made with the Health and Wellbeing Board to do a presentation to broaden understanding of the Forum’s work.


New Walks for All Booklet

The Public Rights of Way Team had published a Walks for All leaflet which detailed 10 walks across the Borough for people of all abilities.  The leaflet had proved to be very popular and a revised version had just been published.


It was proposed that a second leaflet be developed and Forum members were asked for suggestions of short walks within the Cheshire East Council’s boundary which could be included and met the outlined criteria.  A proforma was attached to the agenda which could be used to collate the details necessary to populate the leaflet. Completed forms should be returned to Genni Butler.


Ivor Williams commented that he had received positive comments about the Walks for All leaflet from the users of his holiday cottages


Bollington Walking Festival

It was reported that the Bollington Walking Festival would be taking place on the 19 to 27 October 2013.  A leaflet detailing the walks was circulated to all present.


Richard Benyon MP

It was noted that following the latest government reshuffle Richard Benyon had been replaced by George Eustice, who was now the Parliamentary under Secretary of State for Natural Environment, Water and Rural Affairs.


Disley Footpaths Society - Path for Communities Fund Application

To receive a presentation on the Disley Footpaths Society’s Path for Communities Fund Application (Pat Featherstone)


Pat Featherstone gave a presentation on the Disley Footpaths Society’s Paths for Communities Fund application.


The proposal was for a new footpath which would link Disley Railway Station with Lyme Park, avoiding the need to walk along the A6 or Red Lane, with the aim of encouraging visitors to Lyme Green to come by public transport.  


The new path would be approximately 800m in length and would go trough woodland and meadowland.  The Paths for Communities Fund application had to be submitted by March 2014.


The proposed path had the support of the Lead Ranger at Lyme Park and Disley Parish Council was in favour in principle for the path.


During discussions on the proposals Forum members asked questions on the surface of the path, slope of path, accessibility for all users, if surface water would be a problem, maintenance of path, and possibility of it being upgraded to cycleway.


The Forum gave support for the scheme in principle and it was agreed that a letter of support for the proposed public footpath be sent to Disley Footpaths Society.




That the Chairman, on behalf of the Forum, send a letter of support to Disley Footpaths Society. 


Post Meeting Note: The letter of support has not been sent as Natural England have announced that the Path for Communities project was now closed to new applicants as the £2m budget had been allocated to 43 projects across England. 


Rights of Way Improvement Plan Update pdf icon PDF 60 KB

To received an update on the current projects in the Rights of Way Improvement Plan (Genni Butler)


Mike Taylor reported on the progress of the current projects in the Cheshire East Rights of Way Improvement Plan. These included:


  • Walks for All Leaflet – this had now been revised, reprinted and distributed.  Promotion of the leaflet was taking place
  • Peak Forest Canal Towpath, Disley – the application for grant support had not been successful and therefore the project would not be going ahead during 2013/14
  • Pott Shrigley Footpath No.12 – remedial work has been undertaken and a diversion order was awaiting to be actioned
  • Wybunbury Footpath No.4 – the surface improvements had now been completed

The meeting was followed by the unveiling of a memorial plague in memory of John Taylor, former Forum Vice Chairman, at the Bluebell Wood, Connect 2 Greenway, Wistaston
