Public Speaking Time/Open Session In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the meeting. Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

To consider representations received in respect of a proposal to amend the Borough of Crewe and Nantwich (General)(Off Street Parking Places) (Consolidation) (Minor) Order 2008 insofar as it relates to the sale and use of permits in relation to the Love Lane, Snow Hill and First Wood Street Car Parks in Nantwich. Minutes: The Cabinet Member for Environmental Services considered the report of the Head of Safer and Stronger Communities which set out representations received in respect of the proposal to amend the Borough of Crewe & Nantwich (General) (Off-Street Parking Places) (Consolidation) (Minor) Order 2008 as it related to the sale and use of permits in relation to Love Lane, Snow Hill and First Wood Street Car Parks in Nantwich.
Amendments to the report were agreed at the meeting:
Paragraph 8.1.3 was amended to read:
“It is considered that the change proposed in this report does not adversely affect any of the factors specified in section 122(2), and that it assists in securing the expeditious, convenient and safe movement of vehicular traffic and the provision of suitable and adequate parking facilities, as the proposals seek to provide customers with the opportunity to utilise a more convenient method of payment.”
Paragraph 8.2 – the start of the paragraph was amended to read:
“The proposals suggested within the report require…” [rather than Changing the charging hours of the Car Parks requires…..”
RESOLVED
That
(1) having considered the representations received, approval be given for the amendment to the Borough of Crewe and Nantwich (General)(Off Street Parking Places)(Consolidation)(Minor) Order 2008, the effect of which will be to make provision for the sale and use of annual and seasonal contract parking permits in relation to Love Lane Car Park, Snow Hill Car Park and First Wood Street Car Park, Nantwich, the cost of which would be as follows:
Annual Charge £495 Quarterly Charge £135
(2) the Borough Solicitor, or officer acting on her behalf, be authorised to make and bring into force the amendment order (as set out in (1) above) and to give notice thereof in accordance with statutory requirements.

Highway Routine Maintenance Operational Policies To seek approval for a number of Highway routine maintenance operational policies for Cheshire East.
Minutes: The Cabinet Member for Environmental Services considered the report of the Head of Regeneration.
The Council in its role as Highways Authority carried out a number of routine maintenance activities:
· Highway Tree Maintenance and Inspections · Highway Verge Maintenance · Highway Weed Control · Highway Hedge Maintenance · Highway Surface Water
These routine maintenance activities were carried out by the Council for safety and serviceability purposes which, in part, contributed to the Council’s statutory duty under the Highways Act 1980. These activities also contributed to the bio-diversity and sustainability of the highway and surrounding environment.
RESOLVED
That the Highway Routine Maintenance Operational Policiesattached as Appendices A-E to the report be approved for Cheshire East.

Minutes: The Cabinet Member for Procurement, Assets and Shared Services considered the report of the Assets Manager in respect of a proposal to dispose of land at Chapel Street Car Park, Sandbach, shown edged red on the plan attached to the report.
RESOLVED
That the land at Chapel Street Car Park, Sandbach as referred to in the report be sold to the applicants on terms and conditions to be determined by the Assets Manager, Borough Solicitor and Car Parks Manager.

Statutory Transfer of School Sites and Premises To consider and provide consent to ongoing statutory transfers of school sites and premises in accordance with statutory undertakings under the provisions of Schedules 6 and 21 of the School Standards & Framework Act 1998. Minutes: The Cabinet Member for Procurement, Assets and Shared Services considered the report of the Assets Manager which sought consent to the on-going statutory transfers of the school sites and premises in accordance with the statutory undertakings under the provisions of Schedules 6 and 21 of the School Standards and Framework Act 1998.
RESOLVED
That
(1) consent be given for all new and on-going statutory transfers of school sites and premises in accordance with the statutory undertakings under the provisions of Schedule 6 and 21 of the School Standards and Framework Act 1998; and
(2) the necessary legal transfers and ancillary legal agreements be completed in conjunction with the statutory transfers on terms and conditions to be determined by the Borough Solicitor and AssetsManager.
