Public Speaking Time/Open Session In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the meeting. Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Exclusion of the Press and Public The report relating to the remaining item on the agenda has been withheld from public circulation and deposit pursuant to Section 100(B)(2) of the Local Government Act 1972 on the grounds that the matter may be determined with the press and public excluded.
The Cabinet Member may decide that the press and public be excluded from the meeting during consideration of the following item pursuant to Section 100(A)4 of the Local Government Act 1972 on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972 and the public interest would not be served in publishing the information.

Disposal of Land at Middlewich Road, Sandbach To consider the sale of land off Middlewich Road, Sandbach. Additional documents:
Minutes: The Cabinet Member for Procurement, Assets and Shared Services considered a report on the sale of land off Middlewich Road, Sandbach.
PWB House, Middlewich Road, Sandbach was previously owned by Cheshire County Council, providing office accommodation for Cheshire Magistrates Courts. The ownership of PWB was transferred to Her Majesty’s Court Service a number of years ago and the former County Council had retained ownership of land and buildings to the rear of the site.
Citypark had provisionally agreed terms of sale for PWB House and had approached Cheshire East Council to purchase its site to incorporate within a redevelopment proposal for retail purposes. For reasons set out in the report, it was considered appropriate to recommend the sale of the site to Citypark without reference to the open market.
RESOLVED
That the Cabinet Member for Procurement, Assets and Shared Services approves the sale of an area of land off Middlewich Road, Sandbach, as shown edged red on the plan attached to the report, to Citypark for the sum referred to in the report and on such terms and conditions as are deemed appropriate by the Asset Manager and Borough Solicitor.

To determine the award of Community Grants to voluntary and community organisations which meet the criteria approved by Cheshire East Council. Minutes: The Cabinet Member for Performance and Capacity considered a report on the award of community grants to voluntary and community organisations which met the criteria approved by Cheshire East Council.
The Council had received various applications for community grants to be considered in line with its Policy for the Allocation of Community Grants. Each grant application was outlined in the report, together with the reason for the recommendation in respect of the application.
All of the proposed grants could be funded from within existing budgets approved as part of the Council’s Budget for 2010-11.
RESOLVED
That the Community Grants listed in the report be awarded, declined or deferred as indicated.
