Public Speaking Time/Open Session In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the meeting. Individual members of the public may speak for up to 5 minutes but the Chairman will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide three clear working days’ notice, in writing, in order for an informed answer to be given.

Thomas Street East and West Car Parks, Crewe - Off Street Parking Places Order To consider objections to the proposed Off Street Parking Places Order. Additional documents:
Minutes: Notice of the proposal to make an Off Street Parking Places Order to introduce a system of pay and display system of parking at Thomas Street, Crewe Car Park had been advertised in accordance with statutory requirements. A number of responses had been received and were detailed in the report, together with the Officers’ comments.
RESOLVED
That
(1) the objections to the proposed Off Street Parking Places Order in respect of the Thomas Street Car Park, Crewe be not sustained for the reasons given by the officers in the report; and
(2) accordingly, the proposed Off Street Parking Places Order be made as advertised.

Temporary Closure of Lyceum Square Car Park, Crewe To consider the temporary closure of this car park in association with the improvement scheme for Lyceum Square. Minutes: The temporary closure of Lyceum Square, Crewe was necessary to allow construction work to start to deliver an improvement scheme for Lyceum Square, and in particular to ensure the health and safety of the general public. Traffic would be diverted to other public car parks in the vicinity, thus avoiding traffic congestion difficulties.
The options of partial closure or non-closure had been considered and rejected for health and safety reasons and because of the financial implications of risking a delay to the start of works.
RESOLVED
That
(1) subject to statutory consultation, an amendment be made to the Borough of Crewe and Nantwich (General) (Off Street Parking Places) (Consolidation) (Minor) Order 2008 (‘the Order’) to suspend the operation of the Order in respect of the Lyceum Square Car Park, Crewe on its days of operation as a parking place as set out at Schedule 1 to the Order (i.e. all day on a Monday, Tuesday, Thursday and a Sunday, and from 3pm on a Wednesday), for the period from the date that such proposed suspension order may be sealed until 30th August 2010 inclusive; and
(2) the proposal be advertised for the statutory period of 21 days and any objections be considered by the Cabinet Member at a subsequent meeting.

Civic Centre (Library) Car Park, Crewe To consider an amendment to the Off Street Parking Places Order (Crewe and Nantwich) to include the Civic Centre (Library) Car Park, Crewe. Minutes: The Civic Centre (Library) Car Park, Crewe had previously been managed by the former Cheshire County Council outside of Car Park Order control and was not subject to enforcement. It was now necessary to amend the necessary Order to enable Cheshire East Parking Services to manage the site properly.
RESOLVED
That
(1) an amendment be made to the Borough of Crewe and Nantwich (General) (Off Street Parking Places) (Consolidation) (Minor) Order 2008 (as amended to comply with the Traffic Management Act 2004), the effect of which will be to introduce control under the Act to The Civic Centre (Library) Car Park, Crewe;
(2) the controlled hours for the car park be from 8 am to 6 pm Monday to Sunday inclusive, in accordance with the existing Order as applicable in the area of the former Borough of Crewe and Nantwich;
(3) it be confirmed that the charging hours shall remain as they are currently for this car park, as follows: Monday to Saturday (inclusive) Daily Charges: Monday to Saturday (inc): £2.50 Sunday: Free of charge Permit system: £400 per annum upon application and subject to availability Maximum waiting time: 11 hours
(4) the proposal be advertised in accordance with statute for 21 days and any objections arising in this period be considered by the Portfolio Holder at a subsequent meeting.

Introduction of Residents Parking Schemes To consider the introduction of Residents Parking Schemes in Cheshire East. Additional documents: Minutes: The Cabinet Member considered a report detailing a number of areas in the former Macclesfield Borough where consultation had taken place in connection with proposed residents’ parking schemes. A number of areas had been identified where there was sufficient support for a residents’ parking scheme to go forward to final design, Traffic Regulation Order production and advertising, prior to implementation (subject to the objection process being satisfactory).
At the meeting, the Officers advised that whilst Paragraph 9 of the report indicated that a further report would be brought before the Cabinet Member in due course to seek approval for the publication of relevant 'notice of proposals', under paragraph 17.2 of Part III of the Constitution, the powers to make decisions in relation to Traffic Regulation Orders were delegated to the Strategic Director Places in consultation with the Cabinet Member.
There would be a further opportunity for local residents to comment on the proposed schemes at the design stage.
RESOLVED
That the formal process to create and introduce residents’ parking schemes in the following locations be initiated:
· Gaskell Avenue, Knutsford · Altrincham Road, Hawthorn Walk, Chapel Lane, and Wycliffe Avenue, Wilmslow · Coare Street area and Prestbury Road area, Macclesfield
