Public Speaking Time/Open Session In accordance with paragraph 2.32 of the Committee Procedural Rules and Appendix 7 of the Rules, a total period of 10 minutes is allocated for members of the public to address the Panel on any matter relevant to its work.
Individual members of the public may speak for up to 5 minutes, but the Chairman will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Declarations of Interest To provide an opportunity for Members and Officers to declare any disclosable pecuniary and non-pecuniary interests in any item on the agenda.
Declarations are a personal matter for each Member to decide. Whilst Officers can advise on the Code and its interpretation, the decision to declare or not, is the responsibility of the Member, based on the particular circumstances.
Minutes: In the interests of openness, Councillor D Mahon declared that he knew one of the applicants for St Benedict’s Catholic Primary School, Handforth and that he would not take part in the debate or vote.
In the interests of openness Councillor H Gaddum declared that she knew the applicant for Park Lane School, Macclesfield as a resident in her ward but that she had not been contacted regarding her application. |

Minutes of Previous Meeting To approve the Minutes of the Meeting held on 16 October 2017 Minutes: RESOLVED:
That the minutes of the meeting held on 16 October 2017 be confirmed as a correct record, subject to the following two amendments:
10. Declarations of Interest Amend the second sentence to clarify that Councillor G Walton was aware of the applicant for Chelford Church of England Primary School as choirmaster of the church choir, but that he did not know him.
13. Local Authority Nominations to School Governing Bodies Amend 1. b in the resolution (Nomination for Reappointment) to read:

Local Authority Nominations to School Governing Bodies The report of the Strategic Director, informs Members of current Local Authority Governor vacancies within Cheshire East maintained schools. Minutes: The Panel considered the Acting Executive Director’s report on current LA Governor vacancies within Cheshire East maintained schools and academies and the applications received for nomination and re-nomination to identified posts.
