Apologies for Absence

There were no apologies for absence.

9.

Public Speaking Time/Open Session

In accordance with Procedure Rules Nos. 11 and 35, a total period of 10 minutes is allocated for members of the public to address the Panel on any matter relevant to its work.

 

Individual members of the public may speak for up to 5 minutes, but the Chairman will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers.  Members of the public are not required to give notice to use this facility.  However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.

 

Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

10.

Declarations of Interest

To provide an opportunity for Members and Officers to declare any disclosable pecuniary and non-pecuniary interests in any item on the agenda.

 

Declarations are a personal matter for each Member to decide.  Whilst Officers can advise on the Code and its interpretation, the decision to declare or not, is the responsibility of the Member, based on the particular circumstances.

 

Minutes:

In the interests of openness all Members declared that they knew the applicant for Elworth Church of England Primary School as they were a council colleague.

 

In the interests of openness Councillors Gaddum and Walton declared that they knew the applicant for Chelford Church of England Primary School.

Minutes:

The Chairman confirmed that the two nominations delegated to him for final decision had been approved after the receipt of further information.

 

RESOLVED:

 

That the minutes of the meeting held on 3 July 2017 be confirmed as a correct record, subject to the following amendment:

 

24 Declarations of Interest

Amend the final sentence to read “In the interests of openness Councillors Walton and Mahon declared that they knew the applicant for Alderley Edge Primary School and Councillor Gaddum declared that she knew the applicant’s husband.”

Exclusion of Press and Public

The reports relating to the following item has been withheld from public circulation and deposit pursuant to Section 100(B)(2) of the Local Government Act 1972 on the grounds that the matters may be determined with the press and public excluded.

 

The Panel is asked to RESOLVE –

 

That the press and public be excluded from the meeting during consideration of the following item, pursuant to Section 100(A)4 of the Local Government Act 1972 on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A of The Local Government Act 1972 and the public interest would not be served in publishing the information.

That the press and public be excluded from the meeting during consideration of the following item, in pursuant to Section 100(A)(4) of the Local Government Act 1972 as amended on the grounds that it involved the likely disclosure of exempt information as defined in Paragraph 1 of  Part 1 of Schedule 12A to the Local Government Act 1972 and the public interest would not be served in publishing this information.

Local Authority Nominations to School Governing Bodies

The report of the Acting Executive Director informs Members of current Local Authority Governor vacancies within Cheshire East maintained schools

Minutes:

The Panel considered the Executive Director’s report on vacancies within Cheshire East maintained schools and academies and the applications received for nominations to identified posts.

 

RESOLVED:  That

 

1.       having regard to the statutory guidance in making nominations, the Panel approve the following:

 

a.       Nominations for Appointment

 

          ELWORTH CHURCH OF ENGLAND PRIMARY SCHOOL

          Cllr Gill Merry

 

          HOLLINHEY PRIMARY SCHOOL

          Mr Andrew Savage

 

          MALBANK SCHOOL & SIXTH FORM COLLEGE

Decision deferred to allow for further information to be obtained, with the final decision delegated to the Chairman

 

b.       Nomination for Reappointment

 

          CLEDFORD CHURCH OF ENGLAND PRIMARY SCHOOL

          Mr Donald McLeod

 

2.       the urgent LA Governor nomination, as set out in paragraph 10.9 of the report, be noted.

The Panel is asked to note that the next meeting is scheduled at 2.00 pm on Monday 5 February 2018
