To consider a report outlining proposals to expand Disley Primary School from 210 to 280 pupil places for September 2017

Consideration was given to the proposal to expand Disley Primary School.

 

The proposal for expansion had been made in response to a shortfall in the number of Primary School places in the Disley due to increasing demand. Details were included in the statutory proposal attached at Appendix 2 to a Report.

 

Consultation had been undertaken between 14 September 2016 and 12 October 2016. The outcome had been presented to the Cabinet Member for Children and Families on 24 January 2017, when permission was given to issue a statutory public notice for the expansion of Disley Primary School from 210 places to 280 places.

 

Following publication of the public notice, a statutory 4 week representation period commenced on 1 March 2017 and concluded on 29 March 2017.

 

One response was received from a neighbouring school which was maintained by Derbyshire County Council during the representation period, details of which were given in the report (Appendix 4).

 

On behalf of the Proposer, Mark Bayley, Head of Service, Infrastructure and Outcomes, attended the meeting and presented the proposal. 

 

Members of the Sub-Committee asked questions by way of clarification.

 

In accordance with the Sub Committee’s procedures Members then considered the matter in private, in particular they considered:

 

  • the statutory school organisation process followed by the Proposer to date and were satisfied that the documentation demonstrated that the procedures and documentation complied with both the law and the guidance;
  • whether the need for creating additional primary school places had been proven. Members concluded that the evidence did show that there was a shortage of Primary school places given the increased demand from local children and the planned housing developments in Disley;
  • planning application 15/5810M  for the single classroom extension and car park extension and pre planning application guidance for further development;
  • the provision of funding for the expansion from Council’s capital programme and S106 contributions;
  • the provision of preschool education at the school site.

 

The meeting then reconvened in public and the Chairman announced the decision.

 

RESOLVED:

 

That the proposed expansion of Disley Primary School from 210 to 280 pupil places for implementation in September 2017 be approved.

 

The Sub Committee requested that in future the report include the responses received to all consultations undertaken and also details of any planning applications submitted/approved relating to the proposed expansion.
