Public Speaking Time/Open Session In accordance with Procedure Rules Nos.11 and 35 a period of 10 minutes is allocated for members of the public to address the meeting on any matter relevant to the work of the meeting. Individual members of the public may speak for up to 5 minutes but the Chairman or person presiding will decide how the period of time allocated for public speaking will be apportioned where there are a number of speakers. Members of the public are not required to give notice to use this facility. However, as a matter of courtesy, a period of 24 hours’ notice is encouraged.
Members of the public wishing to ask a question at the meeting should provide at least three clear working days’ notice in writing and should include the question with that notice. This will enable an informed answer to be given.

Manchester's Core Strategy Publication Consultation To consider a report on how Manchester City Council’s proposed policy approach to managing the growth of Manchester Airport, through its Core Strategy, has changed since its previous consultation in September last year.
Additional documents: Minutes: The Cabinet Member for Prosperity considered a report on how Manchester City Council’s proposed policy approach to managing the growth of Manchester Airport, through its Core Strategy, had changed since its previous consultation in September 2010.
Manchester City Council had published its Core Strategy on 10th February 2011 for a six week period of public consultation until the 24th March 2011. The Strategy set out the planning policies that would shape development in Manchester to 2027 and represented the final stage of consultation before the document was submitted for public examination.
There had been a number of previous rounds of consultation to which Cheshire East Council had made comments in relation to proposals for development at Manchester Airport. At the last round of consultation in September 2010, the Council had supported the approach to dealing with growth at the airport subject to reference being made in the policy to ensure that detailed planning application proposals for airport expansion demonstrated that they would have no adverse impact on the transport network, including the highway network.
The policy for Manchester Airport in the draft Core Strategy document was essentially the same, although changes had been made to the policy to incorporate the need for any airport development to consider the impact on the highway network. In view of Cheshire East Council’s previous support for the approach to dealing with growth at the airport, it was considered that the Council should submit comments supporting the ‘soundness’ of the Manchester Airport policy as shown in the draft Core Strategy.
RESOLVED
That Cheshire East Council supports as ‘sound’ Manchester City Council’s policy approach to dealing with growth at Manchester Airport as detailed in that Council’s draft Core Strategy.
