To provide an opportunity for Members and Officers to declare any disclosable pecuniary and non-pecuniary interests and for Members to declare if they have pre-determined any item on the agenda.

The following declarations were made in the interests of openness:

 

All Members of the Committee declared that they had received correspondence with regard to application numbers 17/2879N and 18/3123N.

 

With regard to application number 18/3123N, Councillor B Walmsley declared that she was a Director of The Skills and Growth Company but she had not discussed the application.

Note: Councillor S Edgar (Neighbouring Ward Councillor), Parish Councillor J Cornell (on behalf of Weston and Basford Parish Council), Dr R Clifford-Ball (objector) and Mr N Green (on behalf of the applicant) attended the meeting and addressed the Committee on this matter.

 

The Committee considered a report regarding the above planning application and a written update.

 

Note: Councillor A Kolker left the meeting during consideration of this application and did not return.

 

RESOLVED

 

(a) That, contrary to the planning officer’s recommendation for approval, the application be REFUSED for the following reasons:

 

1.            The proposed development is contrary to local plan policies in relation to open countryside and whilst the Local Planning Authority recognise the need for gypsy traveller sites, the proposed development does not outweigh the harm to the Green Gap. The proposed development would be contrary to Policy GG1 of the Weston and Basford Neighbourhood Plan, PG5 and PG6 of the Cheshire East Local Plan Strategy and NE.4 of the Borough of Crewe and Nantwich Replacement Local Plan 2011.

 

2.            The Local Planning Authority consider that the vehicular movements along the access to serve the proposed development would have an adverse impact upon the amenities of the neighbouring properties. The proposed development is contrary to Policy BE.1 of the Borough of Crewe and Nantwich Replacement Local Plan 2011.

 

(b) That, should this application be subject to an appeal, the suggested conditions should include the applicant as the named occupant of the site.

Note: Prior to consideration of this application, the meeting was adjourned for a short break.

 

Note: Councillor J Bratherton declared that she had received a document which stated that the local Ward Councillor, the parish council and local residents supported the proposed development.  As one of the local Ward Councillors, Councillor Bratherton stated that she had not been asked whether she was in support of the application and that she had kept an open mind.  She assumed that the document was referring to Councillor Marren.

 

Note: Mr P Barton (on behalf of Parish Councillor R Spruce, Crewe Green Parish Council), Mr M Stockton (supporter) and Mr G Brown (on behalf of the applicant) attended the meeting and addressed the Committee on this matter.

 

Note: Prior to the debate, the meeting was adjourned due to the proceedings being interrupted by a member of the public.

 

The Committee considered a report regarding the above planning application and a written update.

 

RESOLVED – That the application be DEFERRED for the following:

 

-       Re-investigation of the sequential test in response to the late objection from Savills

-       Information on the take-up of the site to the south of the application site

-       Information regarding job generation on the adjacent site to the south of the application site

-       Clarification on the meat-sale business to the south of the site

-       Some consideration of the impact upon smaller retailers
